ROSC-III: A National Commitment
The Reaching Out-of-School Children (ROSC) project first began in 2004, and following the conclusion of ROSC-II in 2022, Phase III (ROSC-III) was relaunched on an expanded scale in 2026. The Directorate of Primary Education (DPE), under the Ministry of Primary and Mass Education (MoPME), is implementing this mega-project. Its primary goal is to ensure a "second chance" for children who missed out on enrollment or dropped out due to extreme poverty.
Implementation Strategy & Deep Analysis
Ananda Schools (Schools of Joy)
The government has established community-based "Ananda Schools" in disadvantaged areas. The operations of these schools are managed by Center Management Committees (CMCs), ensuring transparency through local participation.
Integration with Mainstream Education
The primary challenge and success of DPE lie in aligning the Ananda School curriculum with the national curriculum so that students can easily transition to formal secondary schools after passing Grade 5.
Financial Incentives & Stipends
To eliminate the barrier of poverty, the government provides conditional education allowances (stipends) to students' families. Additionally, free books, uniforms, and educational materials are supplied.
