Under the ROSC-III framework, the Directorate of Primary Education (DPE) establishes non-formal learning centers in districts with severe dropout rates. By condensing the standard 5-year national primary curriculum into an accelerated 3 to 4-year cycle, older out-of-school children (aged 8–14) can catch up with their peers without feeling overage or left behind.

Child Mapping & Mobilization
Enterprise Community Workers and local education officers conduct door-to-door surveys in remote rural upazilas and urban slums to identify children aged 8–14 who never enrolled or dropped out of school.
CMC Formation & Venue Setup
Parents and community leaders elect a 9-member Center Management Committee (CMC). The CMC selects a safe, accessible local room or community structure within walking distance to serve as the learning center.
Local Teacher Recruitment
A qualified teacher—prioritizing educated local women—is recruited by the CMC and undergoes an intensive 12-day foundation pedagogy training by DPE, followed by monthly refresher workshops.
Free Supplies & Mobile Stipends
Upon enrollment, students receive free uniforms, textbooks, school bags, and stationery. To support household economy, parents receive cash stipends directly via mobile banking (bKash/Nagad) for maintaining 80%+ attendance.
Accelerated Joyful Learning
The cohort learns together through interactive, child-centered methods. Operating hours are flexible and agreed upon by parents to ensure students can balance family responsibilities without missing classes.
PECE Exam & Mainstreaming
Upon completing Grade 5 competencies, students sit for the National Primary Education Completion Examination (PECE). With pass rates exceeding 82%, graduates seamlessly transition into mainstream secondary high schools.
